Site plans for East Arnhem, Northern Territory: drawn in minutes
Need a site plan for a shed, patio, carport, deck, pool or granny flat in East Arnhem? Site plans and assessments in minutes, drawn over the real lot.
Building in East Arnhem
Homeowners in East Arnhem deal with the Territory, not the council, on planning. Siting is set by the Territory-wide planning scheme, and any development application is decided by the Territory's consent authority for the area, or the Minister, not by the council. A registered building certifier issues the building permit, which is a separate step from any planning consent.
A pool, and even an outdoor spa, is caught by the Territory's pool safety law, and on an ordinary suburban block a new one must be certified as compliant. The Territory has exhibited a change to the low-density residential zone that would allow more infill and subdivision. Density is set by zone rather than by a single site cover figure, and the setbacks are what the scheme actually tests. You can read planning notices for East Arnhem on the Territory's notices site.
What we hold for East Arnhem
For East Arnhem we hold the council’s own rules for:
- sheds, garden sheds, garages and carports
- patios, pergolas, louvred roofs, decks and shade sails
- pools, fences and retaining walls
- granny flats
- driveways, water tanks and shipping containers
At each lot we check the state’s mapping for flood, heritage and native vegetation. We also read the council’s application register for past applications on the lot.

How approval works in the Northern Territory
In the Northern Territory building permits come from private building certifiers registered with the territory, not from the councils, and some minor building work is exempt from a permit. Planning is run by the territory too: the Development Consent Authority decides development applications, and many houses and outbuildings in residential zones need no development permit when they meet the planning scheme's requirements. The certifier reads the site plan for where the structure sits against each boundary and the house. The zone and the scheme's siting requirements decide whether a development permit is needed, as per the NT Planning Scheme 2020 and the Building Act 1993.
Drawing the plan
Type the property address, trace the block over the aerial view, since the territory publishes no boundary layer to load, and place the structure. The plan prints to scale with boundary lengths, setback distances, a north arrow, a legend, a site coverage table and a title block, as the site plan for a building permit or a development permit.
What a certifier in East Arnhem will ask you
Is the patio a pergola, a louvred roof or a solid roof?
An open pergola and a roofed patio are treated differently near the boundary, and louvres that shut to shed water count as a roof. Roofed, it also adds to the site cover total on the sheet.
Is the carport open, or closed in?
How open the carport is changes whether it needs a fire rated wall near the boundary, and a roller door or a later enclosure reopens the question. A shed never takes the open carport exemption.
Is the lot in an overlay, and what is the zoning?
A flood, bushfire, heritage or character overlay can bring a planning approval on top of the building approval, and the zone decides which of the council’s rules apply. The mapped overlays are read at the lot as the structure goes on the plan.
How high can a retaining wall and a fence go?
Each takes its own height test, and a retaining wall carrying a fence has its own approval. Both heights go on the sheet for the certifier to read together.
The figures for your own lot are read in a minute, from its address.
Every question a certifier asks is on the the Northern Territory page.
